Council advances ordinances increasing solid waste, electric and water rates as budgeted

Philip Bowman summarized that staff and council had discussed a 3% increase to solid waste and recycling charges to offset higher tipping fees at the Park County Regional Landfill; if passed on final reading, those increases would take effect on utility billing beginning Sept. 1, 2026. He also said an approximately 4% increase for the electric utility enterprise fund responds to higher wholesale power costs set by the city’s wholesale supplier and would take effect on Oct. 1, 2026. On water, Bowman said an 8% increase to treated and raw water service charges aligns with Watermaster plan recommendations and the 2026 rate study, with final reading scheduled for Aug. 4.
Each ordinance was moved, seconded and approved on second reading; staff reported no public comments since first reading. Council set final reading dates and implementation timelines as part of the consent for second readings.
