City staff explained the RFQ process (issued 05/15/2026 and closed 06/05/2026), said proposals were evaluated and recommended Fries & Nichols for negotiation, and emphasized that this action authorizes negotiation only—not a signed contract. "This is not a contract," the presiding officer said during consideration, and staff later confirmed, "We'll bring back the services agreement once we have all negotiated." The motion to approve the selection for negotiation passed unanimously.
Resolution 32-2026 authorizes staff to negotiate terms with the selected firm and reserves the city's right to terminate negotiations and pursue the next-highest scoring respondent if parties cannot reach agreeable terms.
