Council voices concern over frequent change orders; staff cites HLA QA/QC improvements

Council members told staff they were concerned that change-order surprises on construction projects had become more frequent and that the pattern was eroding confidence in HLA Engineering. The concerns were raised during a staff presentation explaining how change orders modify contract scope or cost, are paid from project budgets, and may be caused by unforeseen conditions or specification gaps.
City Administrator Shane Fisher said HLA has implemented a Quality Assurance/Quality Control process in which multiple engineers review specifications and drawings before release to reduce errors. Fisher also reminded the Council that, under contract and procurement rules, the Council has the authority to reject change orders and is entitled to close scrutiny when change orders are proposed.
