Low bid of $14.39M for Grandview wastewater upgrade moved to regular council meeting

The Committee-of-the-Whole voted to move to the July 14 regular Council meeting staff’s recommendation to accept the low bid from Apollo, Inc. for Wastewater Treatment Plant Improvements – Phase 1. City Engineer Robert Scott reported eight bids were received and that Apollo, Inc., of Kennewick, Washington, submitted the low bid at $14,386,438.52.
Scott told the committee that one of the four bid schedules was roughly $2 million over the engineer’s estimate because of inflated pricing from a single equipment manufacturer; he said staff intends to pursue a change-order substitution to a competing manufacturer immediately if the contract is awarded. The motion to forward the resolution was made by Councilmember Bill Moore and seconded by Councilmember Joan Souders; recorded votes were Diaz, Flores, Garibay-Rios, Moore, Rodriguez and Souders—Yes; Ozuna—Absent.
The Council packet notes the Phase 1 project is funded through a Washington State Department of Ecology State Revolving Fund agreement executed in July 2025, and that the City is coordinating with Banner Bank for supplemental financing to cover construction costs beyond City reserves. Staff recommended the resolution be considered at the upcoming regular meeting so the formal contract award decision can be taken there.
