Council places 3.9‑mill police levy renewal on November ballot

Council approved a resolution declaring it necessary to renew an existing tax levy in excess of the 10‑mil limitation — a renewal of the 3.9‑mill police levy originally adopted in 2016 — to appear on the November ballot.
Staff explained that as a renewal (not a replacement) the levy is limited to generating the same dollar amount as in 2016: "Because it is a renewal level of levy, it is only allowed to generate that same amount," a staff speaker said. Council members noted that the millage label must remain the same on the ballot language even though, because of changes in property valuation, the effective revenue relative to current valuations would differ.
Council voted in favor to place the question on the ballot; the resolution was recorded as Resolution 2026‑5 in the meeting record. No public hearing on the levy took place at this meeting.
