A council member said the line is old and city staff argued that repeated repairs are no longer tenable: "Can't keep putting a band aid on it," a council member said. The resolution declares an emergency to accelerate design and seeks loan funding for the engineering work required to replace the aging main.
Council members seconded the motion and recorded votes in favor. Staff indicated the project will move forward to design once loan authorization and funding details are finalized; no final construction contract was awarded at this meeting.
