Councilmember Hamilton proposed an amendment to commission an actuarial study (Hamilton cited a $2,500 quote for the study) and to explore possible larger lump‑sum purchases to reduce long‑term liabilities; the amendment received a second but failed on a roll‑call vote. Retiree Roger Gay thanked the council and urged support for the retirees: "we appreciate what, mister Hamilton has done for us... and we would like to have a lot more, but we especially appreciate most recently what mister Fowler and mister Insilaco has proposed along with the mayor," he said. After the failed amendment the original ordinance passed on a recorded vote and the emergency clause was approved.
