Curry said the county’s immediate offer is $10 million (matched by the city) with the city having already secured a $5 million state grant; the county also intends to pursue additional state grants.
Curry outlined a two‑phase plan: county funds would cover core and shell work to make the building habitable and historically compliant; DHA would pay for finish‑out and interior systems. “The proffer is technically an offer of a gift of construction,” Curry said. Commissioners discussed project procurement, owner’s representative selection and federal review steps; Curry said any contracts would be brought back to Commissioners Court for approval.
Commissioner Moody praised the project’s potential to bring high‑paying Defense Health Agency jobs to the community, estimating roughly 600 direct DHA positions tied to the facility. The court voted unanimously to submit the proffer letter, authorize the county judge to sign and designate county facilities to serve as project lead to coordinate the required federal and base approvals.
