Staff warns Bellaire must act on CRS items ahead of FEMA review

Christian Summers told the commission that the city's Community Rating System (CRS) recertification is back on the table and that development services must make a forthcoming submittal. "We have to make our next submittal... We have a due date Latrice I believe is July 9 and development services staff is meeting on that tomorrow morning at 10 a.m.," he said.
Summers said the city had previously sought a CRS improvement and a class 6 designation (aiming to increase flood insurance discounts) but that the federal contract supporting some of those services was pulled, complicating direct communication with FEMA. "We were of course trying to get a class 6... and then the contract was pulled by the feds and everything kind of went away," he said, adding staff will continue efforts internally and report back.
He urged commissioners to be mindful that pending code or map changes should be bundled so the city can present a coherent package to CRS reviewers rather than piecemeal changes that might jeopardize credits. Summers said more detail on the CRS status will be provided at the next meeting.
