Engineers expected after city flags spalling concrete in downtown parking garage

Christian Summers told commissioners that staff inspected a Transwestern-owned parking garage near 5710 Bel Air Boulevard and found spalling concrete, exposed rebar and patchwork that raised concerns about structural maintenance and safety. "I've been communicating with an individual, Transwestern for more than a year and a half about the condition of the parking garage, spalling concrete, exposed rebar," he said, adding that management had engineers on site and expected a report in a week or two.
Summers said the issue was first brought to staff attention by a tenant (Methodist) and that Transwestern's internal groups had been responding at different paces; he expects the company to solicit bids and move forward with repairs after the engineering assessment. "Their left hand wasn't talking to the right hand... the right hand has committed to the engineering, has already had engineers out and expects a report in a week or 2 and they'll be going out for bids to take care of that," Summers said.
Staff did not recommend emergency action by the commission at this meeting but flagged the matter as the most significant substandard-structure concern currently under review and said they would follow up when bids and the engineering report are available.
