Bellaire plans off-site public works facility to be paid with certificates of obligation

Council liaison Catherine Lewis told the Building Standards Commission that the city will issue certificates of obligation to fund a new public works facility located just outside the Bellaire city limits. "As it turns out, a property finally became available, and that's what we're doing," she said, adding the site is a short walk from her neighborhood and will provide warehouse space, vehicle storage and equipment storage for public works.

Lewis said the project will be funded through certificates of obligation and repaid through enterprise funds appropriate to the public works share; police vehicle storage and related costs will come from the police general-fund share. "It will be repaid through the enterprise fund," she said, clarifying that the certificates are not bond issuances but are an obligation repaid from the designated fund.

The liaison said the city evaluated warehouse options inside the Baylor Makers District and outside municipal boundaries and opted for the off‑city site to avoid impacting Bellaire's tax base. No procurement or contract award occurred during the meeting; Lewis provided the commission an overview and invited questions about facility siting and funding.
