The Bellbrook City Council voted to adopt Resolution 2026-R-19 on June 22, creating a designated outdoor refreshment area (DORA) that will allow patrons of qualifying liquor-permit establishments to carry a single designated container within a defined downtown district.
City Manager Rob Schomer read the resolution and told the council the DORA proposal meets statutory requirements, including contiguity, a minimum number of participating liquor permit holders and a safety and sanitation plan. Schomer said the DORA "does not create additional liquor premises" and "does not shut any roads down," and reiterated that existing laws on public intoxication and related enforcement remain in force.
The council opened the public hearing and heard several residents. Supporters said a DORA could help downtown economic development and community events; opponents raised safety and compatibility concerns. After discussion about hours, boundaries and administrative flexibility, a council motion to adopt the resolution passed on a recorded voice roll-call vote.
Council members and staff emphasized that several operational elements remain under city administration: the city can set and later adjust hours of operation, require a designated cup, and notify the state liquor board upon establishment. Council members also noted that individual property owners may prohibit carry-in beverages on their premises by posting signage. The resolution will now be administered by city staff in coordination with permit holders and enforcement agencies.
