"What this is doing here is it gets that groundwater directly to what we call our Amarillo Regulating Reservoir," CRMWA staff explained, and said the project would bypass older, prestressed pipeline segments that are vulnerable to failure and would lift design capacity to roughly 112 million gallons per day.
CRMWA staff described a board decision preferring a start-of-construction window around 2034 and a staged budget ramp-up to support design and early work; the council approved a nonbinding MOU to participate in planning and to align local planning with the multi‑city schedule. Council members asked about Amarillo’s share of the estimated cost (CRMWA said roughly $450 million in today’s dollars to Amarillo if the project were built today) and sought assurances about timing, rights and alternatives. The MOU is nonbinding and is intended to let member cities plan their capital and rate strategies in coordination with CRMWA’s timeline.
