The commission approved two variances for the Caprock Landing preliminary plan (PP 2026-114) covering about 22.28 acres and a proposed 130-lot single-family subdivision, allowing (1) an alley waiver and (2) an exemption from the requirement to connect the subdivision's street system to adjacent platted streets. Planning staff explained the request and recommended the variances on grounds that legacy platted parcels in the adjacent Bel Air subdivision are fragmented among many owners and that physical constraints — including a 99-foot pipeline easement and airport overlay restrictions — limit feasible connections.
Brady explained the utilities and access plan: "the utilities will be provided in the right of ways in front of the lots along with access," and said public works confirmed cart service capacity. Staff noted the north-adjacent Bel Air area contains many small lots owned by about 161 different property owners, creating practical barriers to requiring connections to that subdivision. Commissioners asked about traffic, drainage and infrastructure review; staff said traffic analysis is not required by the city ordinance and that drainage will be reviewed during subsequent infrastructure plan review. The motion to approve both variances carried unanimously.
