ADEM summarizes draft NPDES permit, outfalls and TMDL considerations

ADEM staff outlined the draft NPDES permit for Tyson Foods’ Blountsville plant, described discharge outfalls to Graves Creek and noted that the draft is consistent with the Locust Fork nutrient total maximum daily load (TMDL) pending comment review.
Muhammad Mehmed, an environmental engineering specialist in ADEM’s industrial section, presented the draft permit's technical scope and the department’s preliminary determination. He described permitted discharges from multiple outfalls (identified in the draft as DSM‑001, DSM‑002, DSM‑003 and DSN‑004) to Graves Creek and said the draft permit is intended to be consistent with the Locust Fork nutrient TMDL.
Mehmed said the department developed the draft in accordance with state and federal law and will reconsider the preliminary determination after reviewing oral and written comments. "The terms and conditions of the draft NPDES permit have been developed by ADEM in accordance with applicable state and federal regulations," he said. ADEM reiterated that the hearing record, final determination and response to comments will be posted in its e‑file system after review.
