Leslie Andrews, director of Parks and Recreation, told the Abilene Parks Board that the department's 2023 master plan lists more than $100,000,000 in potential park improvements and that the city cannot address all items immediately. "We do have a 2023 master plan. That master plan has over a $100,000,000 worth of improvements listed in there," Andrews said, framing the session as an open workshop to advise staff on where to focus in coming fiscal years.
Board members and staff agreed to prioritize safety and ADA compliance ahead of less urgent projects. Members recommended a structured prioritization process, including workshops and a site tour, to assess needs and funding viability. Andrews said staff lack bandwidth for comprehensive grant writing and emphasized the need to be selective about grant applications and projects the city can maintain.
