Phillips also said the state notified him that the funds cannot be spent to upgrade the detour route required during construction.
Commissioners discussed the detour route’s present condition—several segments are on local or city roads and would require upgrades to serve as a safe detour. Chair and staff raised the option of asking the state or the city of Riverside to help with detour upgrades and discussed timing: the federal letting is expected to occur with bidding on September 30 and the contractor’s proceed letter two weeks to two months after letting, with an estimated construction period of up to 120 calendar days for the cast-in-place structure.
Next steps: staff will prepare cost estimates for detour upgrades and coordinate with municipal partners and state representatives to identify potential funding options; the commission will continue to monitor the federal letting schedule.
