Council hears report on 2025 drinking water; two violations traced to sampling and clerical error

At the public hearing on the 2025 Consumer Confidence Report (CCR) for Decatur’s drinking water, city staff explained the tests and findings. Staff said there were two violations in 2025: an E. coli detection that staff believe resulted from a bad sample collected from a meter box after rain, and a separate violation for failing to file certification of notice delivery to the Texas Commission on Environmental Quality (TCEQ) because the report was emailed to the wrong address. Staff said TCU conducted an assessment and agreed that the E. coli result likely reflected sampling error and that all other samples passed.
Staff told council they had notified residents as required and corrected the clerical filing mistake with TCEQ once it was discovered. Council had no further public questions and closed the hearing at about 6:17 p.m.
