Decatur approves larger local match as runway rehab scope grows

City staff presented revised engineering and cost estimates for the airport runway and taxiway rehabilitation. Staff said the original plan (mill and overlay) would not be sufficient after field tests showed thin asphalt layers, and engineers recommended full-depth reclamation. The project overall cost rose from $3.8 million to $6.3 million; staff explained TxDOT identified additional funding and the city’s 10% local match correspondingly rises from $380,000 to $630,000 (an additional $250,000). Greg said TxDOT indicated matching funds would be available in spring 2027.
Council discussed timing and reserves; staff said the work would be paid from airport reserves and recommended doing the full repair now to avoid ongoing deterioration. Council member Jake moved to approve the increased local match and the motion passed on a voice vote.
