Council approves design contract for Buttercup Creek shared‑use path; construction funding TBD

Council approved a professional services agreement for the design of the Buttercup Creek Boulevard shared‑use path, selecting Kimley‑Horn (Kimley Horn Associates) for design work with a contract not to exceed $680,993. The funding at this stage covers design only; construction funding remains to be identified.
Randy Skinner and project consultants described the Buttercup alignment as a lower‑cost, fewer‑constraints option that provides connections to Bell Park, the library and the Bell District trail and said it was favored after a feasibility study. "Results of that study showed that the Buttercup alignment features fewer conflicts, more available right‑of‑way and offers more connections to existing trails and parks," staff said. Council members asked about prioritization relative to Park Street and potential funding sources; staff said construction funding could come from bonds, Type B funds, grants or partnerships.
The motion to approve the design contract passed unanimously. City staff will seek construction funding and look for partnership opportunities to build the trail after completing design.
