Resident asks city to review storm drainage fee assessed to Beacon Hill property

Harold Musser, a Cody resident, addressed the City Council during public comment to dispute a storm drainage fee charged to his property on Beacon Hill near Powell Highway. "My name is Harold Musser, a local Cody resident here," he said, and described being billed beginning in September 2022. Musser said the parcel is gravel with no practical runoff route to city ponds and that he has been charged monthly fees that rose from $115 to $131. "So far my property has been charged a total of $5,312," he said.
Musser said he contacted city staff and was told an appeal review reduced the assessed impervious acreage by 70% because gravel is treated as 70% impervious relative to asphalt or concrete. He urged the council and staff to review the charge and questioned whether it constitutes an illegal fee because, in his view, the property receives no stormwater benefit. Mayor (presiding) acknowledged state-level discussion about stormwater and said the city would take a look at the matter; staff follow-up was requested by Musser in his remarks.
