Kintz summarized work that would create a dedicated southbound U‑turn lane and left‑turn lane, add an acceleration lane, upgrade traffic signals, improve drainage and utilities, and maintain shared‑use path and crosswalk connections. She said the project was funded in June 2024 for design and construction ($1.3M originally) and that additional scope and construction refinements have increased the projected cost; staff asked the board to allocate $800,000 more to complete the project. Kintz noted Brown and Gay Engineers led design work and that staff coordinated with the Central Texas Regional Mobility Authority (CTRMA) on signals, but CTRMA is not contributing funds.
Board members asked about the breakdown of the additional cost and whether the overlay was included in the original assumptions; staff said the increased request reflects refined scope, additional asphalt/striping, drainage accommodations and testing/inspection services. Engineering leadership described the improvements as necessary to improve safety and provide clearer lane markings and acceleration areas for traffic accessing the nearby H‑E‑B center.
