Planning commission directs staff to draft reception-hall zoning for Downtown North

Benjamin Johnson, project planner for the city, told the Planning and Zoning Commission that staff recommends moving forward with a draft text amendment to allow a reception‑hall land use in the Downtown North District.

"Our zoning ordinance defines reception hall as a building, land area, or other premise, or a portion of that can be rented for social functions," Johnson said, summarizing staff research into how other cities regulate the use. He said staff examined approaches used in Round Rock, Georgetown, New Braunfels and Grapevine and found a mix of strategies including overlay districts, conditional-use permits and supplementary regulations addressing noise, screening, hours and occupancy.

Commissioners raised practical concerns about how standalone reception halls might affect downtown operations. A Committee member asked whether reception halls already exist downtown and how parking would be managed during large events; Johnson replied that many downtown venues currently include event space as part of mixed uses and said parking and occupancy would be evaluated as part of the conditional‑use review on a case‑by‑case basis. "There is plenty of public parking, but that is something that we would note when we get a conditional use permit," he said.

Johnson told the commission the item originated with a property owner inquiry and that staff approached it comprehensively rather than considering a single site. He said staff will return with a draft text amendment and proposed supplementary regulations for the commission's feedback. The Chair asked if anyone opposed proceeding; no commissioner objected, and the commission directed staff to prepare the draft amendment for future consideration.
