When a resident asked for clarification about wording on page 4 of the draft educational program agreement, town counsel (or staff counsel) explained the language is deliberate: the agreement frames the payment as a one-time, short-term distribution ending on May 31, 2027, and does not obligate the town or RDC to make additional payments in future years.
Counsel said the town’s conditions are timing-driven: the RDC is first in line for the current request, and if the conditions in the resolution are met the payment would be made without any clawback from the town side. Counsel added that the school could return with future requests if warranted and that the RDC would need to vote on any changes.
