The Planning & Zoning Commission voted July 9 to recommend the city raft five-year Capital Improvement Program (FY27-31) to City Council.
Umer Khan, director of capital projects, outlined proposed projects including regional drainage work connected to the RDIP, ongoing design and imminent construction steps for channel work, a $54 million Cypress Ditch mitigation allocation from the state, pavement condition analysis and a subsequent street master plan, traffic-signal optimization, multiple water system projects (tank rehabilitation, water modeling, prioritized line replacement), wastewater smoke testing and rehabilitation, and SCADA and GIS updates.
Khan also said the city submitted federal grant requests — the congresswoman's office advanced a $1.25 million fire engine request and $250,000 for storm-sewer design — and staff will continue seeking funding sources. The commission reviewed prior appropriations and project lists and then moved to approve a recommendation memo; the motion passed with four votes in favor and one against.
Commissioners asked for clearer source documentation behind some prior-appropriation numbers and noted parks-board recommendations (including a conceptual $9.8M Evergreen Park plan) are largely donation-driven and subject to fundraising and later council approval.
