Council approves Lincolnwood Park trail design, selects Option B

The Town of Brownsburg Council voted unanimously on May 14 to approve the Lincoln Trail Design Option B and asked staff to include the project in the 2027 budget. Park Authority staff described two options for Lincolnwood Park trails and recommended the paved alignment to improve grant competitiveness and long-term durability.
Park project lead Kathy Dillon explained the tradeoffs: "If you do paved, you there is still maintenance... you are more likely to get 20 to 30 years before we really start looking at milling something down and repaving it." Council members pressed staff about floodplain impacts and lifecycle costs; staff estimated Option B would be approximately $2,000,000 (paved) and said existing park-impact fees and potential grant funding would be used for design and permitting. A motion to approve Option B was made by a council member who said, "I'll move to approve the Lincoln Trail Design. Option B." The motion carried 4–0.
The council discussed connectivity to the White Lake Creek Greenway and Arbuckle Acres, noting a completed trail segment would score higher on MPO and other grants: staff said the alignment improves future grant competitiveness and provides a crucial link rather than "building a trail to nowhere." Staff also noted a portion of design funding currently available (about $163,000) would be applied to surveying, permitting, and borings this year; further construction funding is anticipated in the 2027 budget request.
