Multiple speakers at the July 9 hearing flagged lighting, construction disruption and after-hours use as concerns if CityRise proceeds with the proposed outdoor amenities.
Dan Wichi said existing parking-lot lights already intrude on his backyard. "The light standards in the new parking lot now significantly illuminate our backyard pool and patio and has really diminished our ability to enjoy those," he said, asking the commission to scrutinize photometrics and shielding.
Applicant representatives acknowledged prior lighting issues and said the project will use low-level landscape lighting, photometric controls and timers to limit glare. Craig Ward said parking-lot installations have been adjusted in the past and that the new design will emphasize ground-mounted plant and path lighting that is turned off on a schedule. The church also said it would post closing times, set timers for lights, and use off-duty officers for larger events.
Residents also asked for proactive outreach and clearer restrictions on after-hours use; the church said it had prioritized permitting and design and would increase its neighbor engagement moving forward.
