Bellaire staff outline FY2027 proposed budget; net appropriation ~ $70.5M

Assistant City Manager and City Engineer Beth Jones and Chief Financial Officer Terrence Beaman presented the manager's proposed FY2027 budget and walked council through the assumptions that drove revenue and expenditure estimates.
"When we look at our total appropriation for this fiscal year, we have a total appropriation of just under $84,000,000 ... our net appropriation is just around 70,500,000 for this year," Beaman said, describing the presentation's baseline. Staff explained revenue assumptions including a standard 3.5% growth in property tax revenue, a 3% step increase for eligible employees, a 2.6% cost-of-living adjustment, and a 25% increase in medical benefit costs factored into departmental budgets.
Beaman and Jones also reviewed fund-level changes: enterprise funds will follow a rate-study-driven schedule (water/wastewater increases), solid waste and drainage fund adjustments were explained, and staff listed supplemental and capital items (vehicles, equipment, HVAC replacement at the Nature Discovery Center, economic development consulting and library facility assessment). They presented a debt snapshot showing roughly $90.9M outstanding at June 30 with planned issuances and a projected FY27 year-end outstanding debt near $104.4M. Council will continue the review at a July 28 workshop and August 3 public hearing before adopting a tax rate and the budget in September and October schedule milestones.
