Board approves $499,123 award to JHB Group for mobile command post, contingency added

Madison County supervisors approved a notice of award to JHB Group for a mobile command post with a contract provision that procurement will occur only once the county receives the federal funding.
Staff said the evaluation committee scored bids on compliance, cost, delivery, training, experience and support and that the JHB Group provided the best value for the county. The JHB proposal was recommended even though competitive bids scored closely.
A motion to approve the notice of award to JHB Group for $499,123 included authorization for the county administrator and county attorney to execute a contract that would only move forward upon receipt of the federal funds (anticipated November 2026). The motion passed on a voice vote.
What’s next: Staff will finalize contract language to include the funding contingency and return any finalized contract for record or signature as authorized.
