Public commenter Joe Heenan questioned whether the vendor’s contract, citing a state addendum, authorizes new construction work; he said he believed "according to a state addendum in the contract, it may not be used for new construction." Manager Shanna Lodge and Director Hagan confirmed the proposed services are included in the vendor contract. Both vendor authorizations passed 3‑0.
