Architectural Review Board approves four waivers for 140-sq-ft addition at 134 South Riverview Street

The City of Dublin Architectural Review Board on Monday approved four waivers and a minor project review that will allow a 140-square-foot single-story addition to a duplex at 134 South Riverview Street in the HDHR historic residential district.

Staff presented the project and asked the board to approve waivers for a zero-foot side-yard setback, window material, roof pitch and roof membrane, noting the addition will be located outside the floodplain and that the footprint remains below the 25% maximum. "Staff recommends approval of all 4 waivers," the planner said, and recommended two conditions: the applicant must confirm the supporting columns will be clad in Hardie Plank before submitting a building permit and must provide a site survey at the time of permit application. The staff presentation described proposed materials as Hardie Plank board-and-batten in arctic white, Andersen 100-series casement windows painted white, and a Carlisle SureSeal EPDM membrane roof.

Applicant Leah White, who identified herself as working for Kitchencraft and provided a Columbus work address, acknowledged the conditions. After members asked whether the low-slope membrane would be visible from the Scioto River and whether the decision might set a precedent, staff said the roof would not be visible from the river and that the recommendation is a site-specific finding. A motion to approve all four waivers was made by a board member and seconded by Sean Cotter; the board recorded affirmative votes from Cotter, Pat McDaniel, Suleiman, Dr. Stechelty and Seidel. The approval is conditioned on the two staff items; the applicant must address the column-cladding detail and submit the required site survey with the building permit.
