The City Council postponed a resolution that would have approved an infrastructure improvement project by the Dickinson Economic Development Corporation after a resident raised technical and coordination concerns.
Garland Copeland, who identified himself as a Dickinson resident, said he had read the posted contract and found several omissions: the document references duties to the city engineer but Copeland said he did not know who that was, it was unclear whether the land needed for retention or detention ponds is included as part of the project, and the contract made no explicit mention of coordination with WCID No.1 (the water district), which he said would likely play a significant role in any development.
"I would expect to see something that indicated some kind of coordination between the water district and the city and economic development management district," Copeland told the council. Following the public comment, a council member moved to postpone the resolution to the next regular meeting so new council members could receive background materials and the city could provide clearer application materials; the motion passed by voice vote.
Staff and council agreed to gather the existing contract materials and application packets and to supply those to council members ahead of the next meeting to ensure informed consideration.
