City management updated the Dickinson City Council on the Hughes Road drainage project, a General Land Office-funded recovery effort tied to Hurricane Harvey that now stands at roughly 90% completion.
The project is a major infrastructure investment—about $40,000,000 in scope—that includes more than 25,000 linear feet of reinforced concrete boxes and pipe, a diversion canal off the bayou to increase stormwater capacity and capture outflow during high tides, storm surge and rain events. City staff said the work is on schedule for a September completion date but that a realistic target is October given the final highway tie-in and the potential for weather delays during hurricane season.
City staff warned the public that during the final phase the installation of reinforced concrete boxes under State Highway 3 will require traffic to be detoured behind Robinson's Auto Shop for approximately four to six weeks. The city manager said the detour routing was the result of an emergency permit approved by TxDOT to avoid an earlier plan that would have routed traffic down Wetzel, a change city leaders sought after resident feedback.
Council members expressed appreciation for staff coordination with TxDOT and for progress on this long-running recovery project. The council did not take separate action on the update but acknowledged that ongoing communications to residents about detours and timelines will be important through hurricane season.
