Andrew Lipscomb, the City of DeSoto building official, presented photos and a timeline of enforcement at the May 21 hearing and said code enforcement has worked the property since 2009 with 25 recorded cases. He told the commission he completed substandard inspections on 11/26/2025, 02/10/2026 and 05/11/2026 and that "we mailed a substandard letter to the owner on March 2" and later a hearing letter on May 1; the owner signed for the mailed notices, he said.
Lipscomb described exterior conditions that prevented safe interior inspection, including multiple roof holes, deteriorated exterior siding, boarded windows, two broken windows that "expose the interior to the elements," graffiti and accumulated debris around outbuildings. He said the city has unpaid maintenance liens against the property totaling $2,619 for past mowing, securing, and clean-up work.
