City Engineer M.D. Hussain introduced HARP Associates consultants who presented the final DeSoto drainage master plan, explaining the team performed a 2D hydraulic analysis for the 2‑, 10‑ and 100‑year storm events and used a multifactor approach to identify 40 areas of concern across the city. Consultant Wakar Fatma summarized the risk assessment: "we were able to identify 40 areas of concerns within the city of DeSoto," and said the team used inundated structures, complaint history and flooding depth to rank risk.
The consultants described a Capital Improvement Project (CIP) framework that applies a weighted scoring system to prioritize projects — weights were set with city input and rank projects from 1 to 10. Catherine Jennings said the 7‑year CIP aligns with a drainage utility rate study and that the recommended annual funding assumption is $1,500,000, which would implement 11 of the 25 projects during that timeframe. The team also outlined conceptual solutions for stream bank stabilization and a menu of potential state and federal funding sources, some with match requirements of up to 50%.
