The Decatur Building Standards Commission voted to designate 302 South Lane a substandard structure after staff presented evidence of unpermitted electrical and plumbing work, added second-floor living space without structural review, and concealed fire damage that staff said was covered with spray-foam insulation.
Staff member Wayne Smith summarized engineering reports and photos included in the case file and told commissioners that one engineer’s foundation report said repairs were possible but much of the work was concealed and would require inspection after permits were in place. “There are load paths that are compromised,” Smith said, and staff emphasized that inspections must document concealed construction before repairs proceed.
Property representative Alexia Aguilar asked the commission for time to bring the property into compliance, saying she had retained a licensed engineer and expected to have plans and permits ready soon. “We are committed to bringing this property into full compliance and maintaining communication with the city staff throughout the process,” Aguilar said, and proposed a compliance agreement with milestones.
Commissioners expressed concern that the owners had ignored prior notices and emphasized the need for firm milestones and monitoring. After debate, the commission passed a motion granting the owners 90 days to repair or otherwise comply, with the specific stipulation that permit applications be submitted and contractors secured by the next building standards commission meeting. The commission asked staff to require regular progress reports and photographic updates; staff agreed to provide periodic status reports to the commission.
The commission’s action was procedural: it established the substandard designation and a timetable for compliance, not a demolition order. Staff advised that if the owners fail to meet milestones the item will return to the commission for further action.
