The Board of Adjustments voted to approve BOA260007, a variance request tied to a proposed commercial development at 100 South Washburn Street (the former gas station). Planning Director Lisa Hannon said the lot fronts three streets—South Terrell, West Main and South Washburn—and that the zoning code’s 25-foot yard requirement does not explicitly address three-frontage sites, prompting the variance application.
Hannon outlined the variance criteria and recommended approval, noting the development is new construction and that TxDOT requested relocating ingress and egress away from the corner to improve vehicular and pedestrian safety. "So South Terrell would then be the rear yard for the development," Hannon said, and staff concluded the request was the minimum modification necessary given the site’s configuration. Staff notified 15 property owners and received no responses.
Board members asked whether Terrell Street contains businesses or residences and discussed parking and site orientation; staff confirmed Terrell is a named street and therefore counts as a street frontage. After discussion the Chair took a motion; the item passed following a motion from Danny, a second from Mason, and a voice vote in favor.
The board’s action allows the developer to treat the South Terrell frontage differently than the other streets and proceed with site plan revisions that reflect the reduced setback and TxDOT’s requested access changes.
