Cody council adopts $89.7 million FY27 budget, cites utility rate increases and $10M capital plan

The Cody City Council adopted the fiscal year 2027 budget at its June 16 meeting, approving a spending plan staff described as structurally balanced and prepared in compliance with generally accepted accounting principles.
Leslie Brumage, staff presenting the budget, said, "We have available resources citywide of $89,700,000," and outlined a $10,000,000 capital investment plan that includes $5,100,000 for utility systems and $1,700,000 for roadways. Brumage also reported proposed utility-rate increases and $1,000,000 in planned capital projects for the coming year.
The ordinance carrying the FY27 appropriations moved forward on its third and final reading after staff told council there had been no public changes since the second reading. Councilmember Centenary moved the ordinance and Councilmember Lang seconded; the council approved the measure by voice vote, adopting the budget.
The adopted budget materials in the meeting packet show estimated appropriations of $47,500,000, revenues of $42,790,000 and a beginning balance of $46,970,000 for the fiscal year; Brumage said the city expects cash and investments of $42,170,000 at the end of FY27. Staff said the FY27 plan also includes step increases and pay-scale adjustments aimed at retaining market-competitive salaries.
