Council approves $2.1M design agreement for Lakeline Park Phase 2

The City Council unanimously approved a design and construction-phase agreement with SWA Group for Lakeline Park Phase 2, authorizing the city manager to execute a contract not to exceed $2,100,000 funded by the 2022 general obligation bond program.
Caleb Stockton, senior project manager in engineering and capital projects, summarized the planned scope: increased vehicular and pedestrian access on the south and west sides of the park, added restroom facilities, ecological rehabilitation, a disc‑golf course, additional trails and increased shade. He said the master plan for the park was approved April 23, 2026, and that this design contract translates that concept into construction‑ready documents.
Stockton gave an expected schedule: design completion in spring 2027, construction commencing summer 2027 and opening in fall 2028, while noting some details — such as the final parking count — remain under analysis. "One of the things with the additional parking that we're including on the south side with the new entrance is that the long term master plan also shows further potential for expansion," he said.
Councilmembers asked about trail and amenity closures during construction; staff said the project team will minimize impacts and anticipate only limited trail inconveniences. The motion to authorize the agreement passed unanimously.
