Council refers a problem liquor-license to city attorney after public-safety concerns

The Racine Common Council voted unanimously to refer a specific liquor-license matter to the city attorney's office for consideration of further disciplinary proceedings. The action followed a public safety and licensing committee report that outlined repeated calls for service, concerns about staff and owner cooperation, and inconsistent compliance by some establishments.

Alder Kelly (maker of the referral motion) said the license in question had recurring issues since its 2024 application and emphasized the need for accountability and potential corrective conditions. Supporters of referral said it could lead to negotiated compliance plans, increased security or other corrective measures; the city attorney explained that the formal process could result in a due-process hearing but that often negotiation and agreed conditions are used first.

Police and alder speakers recounted incidents involving disorderly conduct, resource-intensive responses and, in some cases, alleged obstruction of law enforcement. The city attorney said referrals typically lead to investigations, potential complaint filings and, if necessary, due-process hearings before the appropriate panel; remedies can include conditions, additional oversight or, in rare cases, revocation proceedings.

The motion to refer the licensee to the city attorney's office carried unanimously; council members said the referral is intended to protect public safety while seeking fair and consistent enforcement across licensed establishments.
