Neighbors press city on drainage, easements and maintenance during Bellbrook zoning hearing

During the public comment portion of the June 23 Board of Zoning Appeals meeting, multiple neighbors raised drainage, easement and maintenance concerns tied to a creek that runs along property lines near 2109 South Bellevue.
A resident who identified herself as Melissa said the creek is overgrown, that water is backing up and eroding her yard and fence, and that she has previously asked the health department to investigate mosquito problems. “We already have a drainage issue in that creek... It's backing up. It's eroding my property out and my fence right now currently,” she said while presenting photos.
City staff told the board the area lacks a formal stormwater utility and that, under current practice, property owners are responsible for upkeep of the swale and drainage features on their land. Staff also said the city is working on plans to systematically address problem areas and is evaluating whether to designate stormwater as a utility to gain access and funding for maintenance and improvements.
Board members acknowledged the neighbor’s concerns and said many of the drainage and fence-easement issues are separate from the dimensional variance review; they asked staff to follow up on fence/easement compliance and to consider the broader drainage problems as part of the city's planning work.
