Bee Cave staff ask council to add purchasing manager and part-time victim-services coordinator

"I'm requesting that we add a purchasing manager to the budget, reporting to the director of finance," Oakley said, describing the role as a statutory-compliance and procurement specialist who would centralize RFPs, bid evaluation and purchasing recommendations. Oakley said department directors currently prepare procurement work themselves and that a dedicated professional would provide a stronger check and balance.
On victim services, Oakley proposed a part-time coordinator budgeted at $25,000 for about 1,000 hours annually and said staff expects to seek CAPCOG or other grant funds to reduce the city cost. The police chief told council that officers previously performed limited victim follow-up and that an in-house coordinator would allow consistent outreach and emotional-support follow-up; he estimated usage "once, twice" per week and offered to provide call-volume data if council wanted it.
Council asked whether the city could continue an interlocal arrangement with nearby providers; staff said an in-house coordinator is likely cheaper than the prior interlocal agreement with Lakeway and provides faster local response. Oakley asked council to review these requests at the August budget meeting before the proposed budget must be filed.
