Gabriel Morales, senior civil engineer with Walter P Moore, presented a preliminary feasibility study for Bee Cave Central Park focusing on connectivity, additional parking, and culvert crossings at Fraytag Creek. Morales said Option 1B staggers parking aisles to protect existing trees, adds an emergency‑only gated access for emergency services (not regular traffic), and proposes increasing culvert capacity and building concrete wing walls to reduce downstream sediment erosion.
Council members generally favored Option 1B for its balance of preserving park amenities and improving emergency access; staff indicated the EDC had already preferred Option 1B and the study will be finalized for the EDC’s funding vote. Morales estimated both options would take roughly 6–50 days (consultant gave a range) and that Option 1B cost is only slightly higher than Option 1A due mainly to culvert work.
