Council discusses meeting schedule, venue and virtual options after informal convening

The meeting opened with the Chair, Joe, noting the group did not have a quorum and that the session would be an informal, unofficial convening. "Based on that, my determination is that we do not have a quorum. And therefore, this will be an informal, unofficial convening of these members of the WALPS Research Leadership Council," he said.
Members discussed steps to boost participation, including moving meeting locations closer to the research park, increasing the meeting rhythm (with some in-person and some virtual meetings), and ensuring any new venue can stream on the county system. Staff noted the county recorder is a backup and that the county streaming system would remain primary for official records. Council members suggested producing a concise one-page capability statement and separating strategic priorities from changing tactical action items to maintain momentum.
Because no formal adoption was possible without quorum, the discussion produced no binding decisions; members agreed to continue coordination by email and to bring venue/format proposals to a future meeting.
