Staff says sewer study underway; county has $6M identified in CIP for Northern Accomack

County staff told the council that a Northern Accomack sewer utilities infrastructure study by Kimley-Horn is roughly halfway complete and that a first draft is expected in October or November. "Kimberly Horn's doing that. We have, I'd say we're probably about halfway through that process," Lee said, adding that the study will inform cost estimates needed for competitive federal grant applications.
Lee also said the county's capital improvement plan includes up to $6,000,000 for water and sewer improvements in northern Accomack that could serve as a local match for future grant applications. Staff and council members discussed capacity constraints at nearby treatment facilities, with Lee noting the Chincoteague plant likely could not accept the effluent volumes required by large Northern Accomack development.
Because the meeting was informal (no quorum), the council did not take a formal vote to commit CIP funds; staff framed the CIP item as an existing county budget allocation that could be leveraged as match when appropriate.
