The City of Bryan planning commission voted unanimously to recommend approval of rezoning RZ‑26‑08, which would reclassify about 8.18 acres at the intersection of Jones Road and West Villa Maria from Innovation Corridor Retail Services to a Planned Development (PD) that would allow "luxury garage suites" and related amenities.
Katie Williams, a senior planner, said the project is intended for year‑round storage and limited short‑term human occupancy related to events ("intended for the year round storage of collector vehicles, or recreational vehicles and short term human occupancy"), and that the PD would blend Innovation Corridor and West Villa Maria overlay standards on setbacks, materials and landscaping. Williams said staff would require a traffic impact analysis at site‑plan review and reported four mailed notifications with no responses; staff recommended approval.
Commissioners pressed staff and the applicant on safeguards against long‑term residency and on unit sizes. Williams said occupancy classification is a part of the PD and that enforcement would involve the property owners association and building‑code enforcement if residency were suspected. Developer Steve Quisenberry (self‑identified) said the units are not sized to accommodate 40‑foot RVs and that CCRs would prohibit residence: "Having this as your residence is not acceptable use of the property," he said, and added that the developer intends to include additional life‑safety measures discussed with the fire marshal.
Commissioners said they were comfortable forwarding the rezoning to City Council, noting that platting, formal site plan review and traffic analysis will follow. The commission’s recommendation will be transmitted to the Bryan City Council for final action.
