Council approved multiple items during the May 18 special meeting. By general consent the council adopted an ordinance establishing a strategic plan for fiscal years 2027–2029 and authorized the city manager to execute Quiddity Engineering work order number 2 for RDIP program management for up to $807,428.
Later in the meeting two debated ordinances passed by roll call: the advanced funding agreement with TxDOT for signal upgrades (HSIP) at 14 intersections passed unanimously (7–0), and the comprehensive zoning ordinance establishing the Bel Air Makers District (BMD), as amended five times during discussion, also passed unanimously (7–0). Council recorded votes on the HSIP and the BMD ordinance and will bring a demolition award recommendation for the RDIP to the June 1 agenda.
