Council approves TxDOT safety funding for signal upgrades at 14 intersections

Council voted unanimously to authorize the city manager to execute an advanced funding agreement with TxDOT as part of a Highway Safety Improvement Program (HSIP) covering 14 intersections. Director of Capital Projects Umair Khan described the scope: "The project consists of 14 intersections where we are doing new LED lights in the signal. We are replacing the back plates ... and we are doing the flashing yellow yellow signs." The city expects the project to move into design and then construction, with letting and lead dates to follow the design schedule.
Council members pressed staff on the city's exposure for non-reimbursable costs and potential overruns; one member cited the city's current estimated obligation of $24,709.60 for non-reimbursable items. Staff said construction estimates will be refined during design and that the city can request design modifications up through the 90% design stage if traffic engineers and TxDOT agree. The council also discussed coordination with a separate ITS project to ensure technology and phasing align; staff indicated the two projects will "tie in seamlessly." The ordinance passed 7–0.
