City manager: 2026 pavement assessment will inform a streets master plan, staff will phase repairs

City Manager Sharon Satino told the council the city is updating its pavement condition index (PCI) this year and plans to use that data to build a CIP Streets master plan during the next fiscal year. "We plan to take that information and ... a fully formed, CIP Streets master plan in the next fiscal year," Satino said, adding the city will use the 2026 PCI plus operational knowledge to prioritize large and small projects.
Satino said staff will continue operations-and-maintenance work and smaller spot repairs while the master plan is developed; larger reconstruction projects would likely require bond funding. She also reported the city received final reimbursements tied to Hurricane Beryl, recovering about "96% of the cost spent on that storm," which she credited to staff work on FEMA paperwork. Public works director Mark Galassos confirmed staff could not find a prior street master plan in records back to 2000 and said the 2026 PCI will guide decisions about which repairs the city can handle in-house versus which require contractors or CIP funding.
