Committee scopes adopt-a-street pilot; asks staff to define corridors, signage and volunteer recruitment

Council Member Bass introduced a proposal to pilot an adopt-a-street program to encourage volunteer and business participation in corridor maintenance. Parks & Recreation volunteer staff (Zoe) recommended defining corridors, signage, agreements and volunteer expectations before a rollout and explained that existing volunteer-management software could help coordinate adopters.
Zoe said the volunteer division already manages a database of volunteers and observed that the program needs parameters: which corridors to prioritize, what signage and agreements will look like, and how to handle adopters who fail to maintain a site. "I think we need some parameters and what the vision would look like," she said, and suggested piloting the program in select corridors rather than rolling it out citywide.
Committee members suggested partnering with the Chamber of Commerce and with large employers that require community-service hours, discussed charging adopters to offset sign costs, and debated how to ensure follow-through from volunteer groups. Members directed staff to research how other cities run similar programs, engage potential partners (including chamber, Hostway and parks volunteer systems), and return to committee with a proposal in October.
